SP-Bench: SPOCC Service Benchmarking Tool – Official Launch

I am pleased to announce the launch of SP-Bench, SPOCC’s new web benchmarking service. To start using the tool just go to www.spbench.co.uk. Usernames and passwords are being sent out to Lead Officers and other SP officers that have been nominated by them to begin using the service. If you need any additional logins then ask your Lead Officer to get in touch with us!
To use the full power of SP-Bench you’ll either need to be familiar with Excel pivot tables or to take a look through our training video and documentation. This is version 1 of the tool – we have lots of improvements planned but we will particularly value your feedback on how to enhance and simplify the benchmarking features.

SP-Bench allows you to compare the cost, quality and performance of SP services in the UK – empowering your SP team to improve value for money by contrasting your services with similar services from other LAs, grouping by service type, region, Local Authority type and other relevant drivers. Lead Officers will be able to address the Audit Commission’s conclusion that Authorities should improve their benchmarking of services at regional levels.

SP-Bench is ideal for commissioners and providers who need to evaluate existing services and tender for new ones. Data can be viewed in both graphical and tabular forms, which can be easily inserted into your strategy reports. The goal of the tool is to allow Local Authorities to develop a greater understanding of the relationship between costs and quality, and to provide Lead Officers with the information they need to negotiate funding levels with more confidence. SP-Bench runs as a standard web application hosted on OCC’s secure servers in the Docklands. Data has been uploaded from your SPLS extracts and, in a later release, can be transferred automatically from SPOCC. Our security model ensures that only authorised users can access the tool and Service names are all anonymous.

Of the 38 LAs currently using SPOCC, 27 have supplied their extract data in time for our launch and we will be adding more over the next few weeks. Our plan is to gather feedback on the product during August and September. We’ll then open the tool up to non-SPOCC LAs. As more authorities join the benchmarking club, so the power and usefulness of the tool will increase.
